Notice of Intention to Commence Plan‑Making (Local Plan Preparation)

1. Purpose of this Notice

City of York Council (“the Council”), as Local Planning Authority, gives formal notice of its intention to commence preparation of a new Local Plan in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2026 and national guidance[1].

This notice is published to inform residents, businesses, infrastructure providers, statutory consultees, and other stakeholders of the forthcoming plan‑making process and to facilitate early engagement. It is intended to help communities become aware of the plan‑making process and prepare to engage with us through the process.

2. Subject of this Notice

This notice relates to the document titled: York Local Plan 2045: A city where history meets the future.

3. Local Plan Timetable

A Local Plan timetable has been prepared and is published alongside this notice, as required by national guidance.

This timetable will be updated at key stages of plan preparation and/or when key changes to the timetable are anticipated.

4. Plan Coverage and Scope

The Local Plan will cover the administrative area of the City of York Council.

The Local Plan will:

·         Set out a vision, spatial strategy, and planning policies for the sustainable development of York;

·         Identify land for housing, employment, infrastructure and environmental protection, where necessary;

·         Address key issues including climate change, transport, heritage, green infrastructure and economic growth;

·         Incorporate Minerals and Waste policies;

·         Provide a framework for decision-making on planning applications.
